What the Protocol Is

The Null Protocol does not exist. This is the official position of the Sovereignty of Solara, maintained in every public record, every press briefing, and every official response to every inquiry from every foreign government, independent journalist, and citizen petition that has ever asked about it.

The Null Protocol is the Sovereignty's black directorate for Voidshaper management. It locates Voidshaper-sensitive individuals across the galaxy, conducts covert assessments of their capabilities and threat profiles, and "contains" those assessed as high-priority. What containment means is determined by the Director on a case-by-case basis. It has never meant execution. Whether this is because of ethical constraints or operational pragmatism depends on who you ask.

The Protocol's budget is buried under fourteen layers of classified appropriations drawn from nine different administrative departments. No single Sovereignty official outside of the Director's clearance level can see the full funding picture. The Grand Council has voted to investigate it three times in the last decade. Each investigation was classified before it began. This is not unusual. This is, in fact, the Protocol doing exactly what it was designed to do.

Officially: it doesn't exist. This is maintained so consistently that most Sovereignty officials genuinely don't know it exists. The ones who do know have either clearance or are already contained. The Protocol has spent considerable effort ensuring the middle category — people who are suspicious but not confirmed — remains as thin as possible.

Leadership

Director Thessar

Omna Thessar has been Director of the Null Protocol for fourteen years — longer than any predecessor. She did not seek the position. She was the only candidate the outgoing Director trusted with the briefing files.

Her career before the Protocol was thirty years in Sovereignty intelligence — field operations first, then analysis, then the classified division whose name changes every few years. No known family. No registered social contacts. A public record that exists exactly far enough to prevent questions and no further. Whether this is the Protocol covering its assets or simply how she has chosen to live is not clear, possibly even to her.

Her methodology is clinical, exhaustive, and never punitive without purpose — a distinction she considers important. Containment under her tenure is not prison. It is structured employment under close monitoring, with conditions determined by the risk assessment and revisited regularly. She considers this humane. Some of those contained disagree. She has reviewed each case of disagreement personally and maintained her position. She is not moved by disagreement alone. Evidence moves her.

The moral framework that lets her sleep — and she does sleep, which people who have worked with her find troubling — is a belief that the galaxy-ending scenario is real, provable, and immediate on a geological timescale. She has reviewed the evidence. She believes the Veil's structural integrity is degrading. She believes unconstrained Voidshaper activity accelerates the degradation. She believes she is the only person in the right position to do something about it.

She might be right. The possibility that she is right is the most unsettling thing about her. The possibility that she is wrong and operating at full institutional capacity anyway runs a close second.

The Defector

Echo-7

Three years ago, the Null Protocol's most effective field operative disappeared from a Protocol outpost. There was no warning. No distress signal. No evidence of external action. She was there; then she wasn't.

What is known, outside of classified files: the operative designated Echo-7 was trained and active for eleven years before her disappearance. She communicated via intercepted Sovereignty comms in the months following — never from a traceable location, never with the same encryption twice, always with information suggesting she had access to Protocol files she should no longer be able to reach. Whether this access is residual — things she memorized before leaving — or active — suggesting she still has a route into Protocol systems — is unknown.

What is suspected, and not confirmed: she has a list. Not the Protocol's asset list — Thessar rotated those immediately — but something worse: a record of what the Protocol knows. What they know about the Nexara ruins. What they know about Veil degradation. What they know about the First Silence. If she has what analysts think she has, she is carrying information that could destabilize three major factions and end the career of everyone currently serving in the Sovereignty's upper tier.

She is more dangerous than the Protocol's entire active roster combined. This is not hyperbole. She was trained to be, because the Protocol trains people exactly this way — and everyone involved understood the risk. They accepted it because the alternative was a less capable operative. This trade-off has not aged well.

The Structural Problem

The Irony

The Null Protocol trains its operatives to be mission-loyal rather than institution-loyal. This is a deliberate design choice. It makes them more effective in the field, less vulnerable to compromise, and more capable of operating in extended isolation without institutional support.

It also means that every operative the Protocol has ever fielded has been trained to prioritize the mission over the Protocol itself — which means, if the mission and the Protocol diverge, the mission wins. The Protocol is an institution. The mission is the protection of the galaxy from Veil destabilization. A sufficiently committed operative who concluded that the Protocol itself had become a threat to that mission would be, by training and design, correct to act unilaterally.

This is what Echo-7 appears to have done. Whether she is correct in her conclusion is a separate question. Whether the Protocol's design produced exactly this outcome is not. It did. The operatives who have analyzed the defection — under clearance, in classified review — have noted, carefully, that she is not behaving aberrantly. She is behaving exactly as trained. The protocol works exactly as designed.

Every subsequent defection — there have been two since Echo-7, less capable and less resourced but following the same logic — has confirmed this. The Protocol's response has been to improve containment on current operatives, increase monitoring, and reduce the independence training. These changes make operatives less effective. Everyone involved understands this trade-off. Director Thessar has not changed the core mission-loyalty doctrine. She has not explained why in any document accessible outside Protocol-7 clearance.
